proxy sites ?

ok there is always a demand of proxies specially for the kids in school to visit msn, hotmail, myspace facebook etc.

I wanted to open a proxy site but can some one suggest a good proxy script ? phpproxy is good but they stopped the project any other good free alternative or a paid alternative under $20 ?
